This produces a stronger bond between the new material and the existing shell, which translates to a longer-lasting result. It is faster and cleaner than traditional chipping methods, and it is less disruptive to the surrounding landscape.

What Makes Pool Projects in Monterey Unique

Pool construction in Monterey involves a set of local factors that most contractors from outside the area do not fully understand. Here is what sets Monterey apart from the Bay Area and inland communities.

MPWMD water credits. The Monterey Peninsula Water Management District controls all water allocation in the region. Every property has a limited number of water credits tied to the parcel. New water usage, including filling a pool, requires available credits. Under MPWMD Rule 24, swimming pools are assigned one fixture unit per 100 square feet of pool surface area, with each unit equaling 0.01 Acre-Feet Annually. There is a minimum deduction of 0.01 AFY to the Water Distribution System to offset maintenance demand. Pools must be filled using a licensed Mobile Water Distribution System. You cannot simply fill from the tap.

The City of Monterey maintains three water waiting lists: New Residential, Residential Remodel, and Commercial/Industrial. Before building permits can be issued for projects requiring additional water, applicants must have a valid water permit from MPWMD. We help homeowners understand their water credit position early in the planning process, before design work begins, so there are no surprises at the permit stage.

Coastal environment. Dense marine fog carries fine salt particles inland, and prevailing coastal winds deposit sodium chloride on every exposed surface. Pool equipment is especially vulnerable. Motors, pumps, motor housings, bolts, electrical wiring, and moving parts all corrode faster within three to five miles of the ocean. For Monterey properties, we specify PVC piping, type 316 stainless steel (marine grade) for exposed metal components, and equipment meeting ASTM B117 salt-spray ratings. These materials cost more upfront but last significantly longer in a coastal environment.

Soil conditions. The Monterey Peninsula sits on granitic bedrock from the Salinian block, but soil conditions vary significantly across the city. Coastal areas have sandy soils that drain well but may require additional stabilization for pool construction. Inland areas tend toward clay-heavy soils. Some elevated areas have decomposed granite. Thorough geotechnical surveys are essential before excavation, because hitting granitic bedrock can increase costs substantially.

Coastal Development Permits. Properties within the designated Coastal Zone require a Coastal Development Permit (CDP) from the state, in addition to local building permits. Monterey County’s Coastal Plan has been certified by the California Coastal Commission, so the county is authorized to issue these permits. Any project in the Coastal Zone requiring discretionary approval needs a CDP, and a public hearing is conducted for CDP applications. Not every property in Monterey falls within the Coastal Zone, but homeowners should verify their property’s status before starting design work. The California Coastal Commission maintains an interactive Coastal Zone boundary map for this purpose.

Seismic considerations. The Monterey Peninsula sits near three significant fault systems: the San Andreas Fault (approximately 30 miles through southeastern Monterey County), the San Gregorio Fault, and the Monterey Bay-Tularcitos Fault. The 1989 Loma Prieta earthquake caused lateral spreading at nearby Moss Landing, demonstrating the real seismic risk in this region. Pool shells must be engineered for seismic movement with flexible plumbing connections, reinforced gunite or shotcrete shells, and proper drainage to prevent liquefaction damage.

The Monterey Permitting Process for Pool Construction

Every pool project in Monterey requires permits from the City of Monterey Community Development Department and, in most cases, a water permit from MPWMD. Here is what you need to know before starting.

Monterey zoning requirements for swimming pools (City Code Section 38-26):

  • Swimming pools are allowed in R zones only as an accessory use
  • Pool must be placed at least 10 feet from any property line
  • Pools are not permitted in any required front yard
  • Any yard containing a swimming pool must be screened by a non-climbable masonry wall or fence not less than 5 feet in height
  • Combined height of retaining wall and fence on a property line cannot exceed 8 feet

Water permits (MPWMD): Before the city can issue your building permit for any project requiring additional water, you must have a valid water permit from MPWMD. Coastal Zone properties: If your property is within the Coastal Zone, you may also need a Coastal Development Permit. Verify your property’s Coastal Zone status using the California Coastal Commission interactive map.

Stormwater requirements: The City of Monterey Storm Water Ordinance (Municipal Code Chapter 31.5 Article 2) requires all construction site owners and contractors to implement stormwater best management practices. Pool drainage, backwash water, and construction runoff must be managed to prevent pollutants from entering the storm water system. This is particularly important given Monterey’s location adjacent to the Monterey Bay National Marine Sanctuary.

California Title 24 Energy Standards and Monterey Pool Projects

California’s Title 24 energy standards updated on January 1, 2026. If your project involves adding or changing pool or spa heating systems, or upgrading major equipment, Title 24 applies to your project.

The key changes: gas heaters can no longer serve as the primary heating source for new pools. The primary source must be a heat pump, solar thermal system, or other renewable option. Solar thermal collectors must cover at least 60% of the pool’s surface area for residential installations. Pools with any type of heater must use a pool cover. Existing pools with functioning heaters and straight heater replacements are exempt from these new requirements.

On the Monterey Peninsula, where average summer highs along the coast reach only about 68 degrees and the marine layer keeps temperatures cool for much of the year, heated pools are close to a necessity for comfortable use. Heat pumps perform well in the marine climate. They extract heat from ambient air, and Monterey’s relatively stable temperatures (rarely below 44 degrees even in winter) keep heat pumps operating efficiently year-round. The technology pairs naturally with the energy-efficiency goals of the updated Title 24 standards.

Solar thermal can also work in Monterey, but the marine layer and fog reduce solar collection efficiency compared to inland locations. A heat pump as the primary source with solar thermal as a supplement is a practical combination for many Peninsula properties.

Monterey’s residential neighborhoods range from beachfront properties to wooded hillsides. Each area has its own character, lot sizes, and considerations for pool construction. Here is a quick overview of the neighborhoods where we work most often.

Del Monte Beach

Coastal community along Monterey’s northern shoreline, one of the only beachfront housing areas with direct beach access. Originally sold as lots in the late 1880s adjacent to the Del Monte Hotel. Mix of single-family homes and smaller townhouses. Median sale price around $990,000. Properties here are closest to the ocean, so salt air corrosion on pool equipment is a primary concern. Corrosion-resistant materials and marine-grade hardware are not optional for Del Monte Beach pools.

A blend of history, culture, and waterfront access. Home to Cannery Row and the Monterey Bay Aquarium. The housing stock is a mix of older homes, from Craftsman bungalows to ranch-style residences, many with views of the bay. Pool renovation is more common than new construction here due to lot sizes and the age of existing development. One of Monterey’s oldest neighborhoods, with lots originally sold in the late 1880s. A mix of homes built in the 1930s alongside newer infill on vacant lots, plus apartments and some small businesses. Popular with Naval Postgraduate School officers due to walkable distance. Older homes here may have pools that need resurfacing or full renovation, and plumbing in pre-1960 pools should be evaluated for replacement during any renovation project.

Quiet residential area with winding streets, forest views, and bay vistas. Low car traffic makes this a desirable family neighborhood. The combination of mature landscaping and varied lot sizes creates opportunities for pool construction, though geotechnical surveys are important here because soil conditions can shift from sandy to clay within short distances.

Located three miles south of Monterey between Monterey and Carmel bays, bordered by Highway 68 and Skyline Drive. Dense oak trees with scenic Pacific Ocean views, including some properties with views over Pebble Beach. Larger homes and condominiums than other Monterey neighborhoods. The bigger lot sizes make Skyline Forest one of the better locations in Monterey for new pool construction. Elevated terrain means potential for granitic bedrock, so excavation costs can vary.

Monterey sits directly on the Pacific coast, and the marine environment shapes every aspect of pool design, construction, and long-term maintenance.

Salt air and corrosion. Dense marine fog carries fine salt particles inland on prevailing coastal winds. Ocean salts, primarily sodium chloride, accumulate on metal surfaces and accelerate electrochemical corrosion. Pool equipment is especially vulnerable: salt grains access motors, pumps, motor housings, bolts, electrical wiring, and moving parts. The result is more frequent repairs and shortened equipment lifespan compared to inland pools.

Within three to five miles of the ocean, which includes virtually all of Monterey, all exposed materials need corrosion-resistant treatments. We specify PVC piping, type 316 stainless steel (marine grade) for exposed metal, and equipment that meets ASTM B117 salt-spray ratings. Equipment enclosures and strategic placement also help. Positioning equipment on the leeward side of structures, away from the prevailing wind, reduces salt exposure over time.

Marine layer and heating. Monterey’s summer is fog season. The hotter it gets inland in the Central Valley and East Bay, the more fog pulls in along the coast. Average July highs in Monterey reach only about 68 degrees, compared to 85 or higher in Pleasanton. The warmest months for outdoor swimming are often May and September, not July and August. Heat pumps are the standard recommendation for Monterey pools, providing efficient year-round heating even in the cool marine climate.

Wind, evaporation, and pool covers. Coastal winds drive evaporation and heat loss from the pool surface. Pool covers are not just a Title 24 requirement for heated pools. They are a practical necessity in Monterey for reducing water loss, retaining heat, and keeping the pool clean. Windbreaks, whether architectural or landscaped, also reduce ongoing operating costs and improve comfort.

Microclimates. Monterey has significant temperature variation within short distances. A property in Skyline Forest may be sunny and 72 degrees while Del Monte Beach is 58 and foggy. Pool design, heating specifications, and equipment sizing should account for the microclimate of your specific property, not just the city average.

Water Supply and MPWMD Requirements for Monterey Pools

The Monterey Peninsula has one of the most constrained water supplies of any populated area in California. Understanding the water situation is the first step in any pool project here, and it is the factor that surprises most homeowners who are new to the area.

The Peninsula currently receives most of its water from the Carmel River, but the State of California has limited the amount that California American Water (CalAm) can draw and has ordered a ramp-down schedule. The Seaside Groundwater Basin is also under court-ordered reduction. A judge approved a moratorium on new water connections until CalAm has a new water source. Most cities within the MPWMD have already used up their historic water allocations.

How water credits work. All private property development requiring a water permit is limited to the water credits associated with the specific site. Water credits are created when water-efficient appliances replace older ones or when fixtures are permanently removed. Credits belong to the parcel, not the owner. If you sell your home, the credits stay with the property. Water Use Credits are time-limited to 10 years.

Pool-specific water rules (MPWMD Rule 24). Swimming pools are assigned one fixture unit per 100 square feet of pool surface area. Each fixture unit equals 0.01 Acre-Feet Annually. There is a minimum deduction of 0.01 AFY to the Water Distribution System to offset maintenance demand. Before establishing any Water Distribution System, you must obtain a written Confirmation of Exemption or Permit from the district, execute and record a notice on the title of the property, and pay all applicable fees.

Pool filling. Pools on the Monterey Peninsula must be filled and maintained using a licensed Mobile Water Distribution System. You cannot fill from the tap. This is a unique requirement that does not exist in most other parts of California, and it adds a logistical step to both new construction and renovation projects that require draining and refilling.

Water supply solutions in progress. The Pure Water Monterey project, a partnership between Monterey One Water and MPWMD, recycles wastewater through advanced treatment. The CalAm Desalination Project has been conditionally approved by the California Coastal Commission with 20 stringent conditions. These projects aim to address the long-term water supply gap, but for now, the water credit system governs every pool project on the Peninsula.

Monterey’s housing stock spans nearly a century, from 1930s-era bungalows in Oak Grove to mid-century ranch homes in Monterey Vista and modern construction in Skyline Forest. Over 2,000 military family housing units serve the Naval Postgraduate School and Defense Language Institute, many of which have been modernized or replaced in recent decades. This range of housing ages means the pool renovation market in Monterey is varied and active.

Older pool shells may have structural cracks from decades of soil movement and seismic activity. The Monterey Peninsula sits near the San Andreas, San Gregorio, and Monterey Bay-Tularcitos fault systems, and ground movement over 40 to 60 years takes a toll on rigid pool structures. The 1989 Loma Prieta earthquake caused lateral spreading at Moss Landing, just north of the Peninsula, demonstrating the real seismic risk in this region. Plumbing in older pools is often galvanized steel or early-generation PVC that has become brittle. Leaks from failing plumbing lines waste water, which is a serious concern given MPWMD restrictions, and they can undermine the pool deck and surrounding soil. Replumbing with modern materials during a renovation prevents these problems from surfacing after a new finish has been applied.

Electrical systems in pre-1980 pools rarely meet current code. Grounding, bonding, GFCI protection, and conductor sizing have all changed. A renovation is the right time to bring electrical up to current standards.

Surface preparation is critical for renovations on older pools. Adams uses HydroBlast technology to remove the old material cleanly down to substrate. If there is damage underneath that was not addressed during a previous renovation, the new surface will not bond properly and will not last as long as it should.
