Commercial work doesn’t always elicit praise for its eye-popping appeal like a tropical backyard paradise but it is a good indicator of the resources a company can bring to a project.
Preparation of the interior pool surface is critical to the long term adhesion of the new interior surface. Over the years, we have determined that removal of the surface material is the most effective process.
Most pool work in Carmel-by-the-Sea involves renovating existing pools rather than building new ones. The lots are compact, the design standards are strict, and the water allocation system limits new development. But pools that already exist on a property can be resurfaced, retiled, replumbed, and upgraded without the same regulatory hurdles as new construction.
Resurfacing makes sense when the shell is structurally sound but the interior finish has deteriorated. Cracking, staining, roughness, and delamination are signs that the plaster or aggregate surface has reached the end of its life. Adams uses HydroBlast technology to strip the old surface down to clean substrate before applying a new finish, which produces a stronger bond and a longer-lasting result.
When you’re ready to select finishes, you’ll have options. Pool interior finishes range from traditional white plaster to colored plaster, pebble finishes, and exposed aggregate. Each has different durability, texture, and visual characteristics. Tile and coping replacements let you update the waterline and pool edge with ceramic, glass, travertine, or flagstone.
Equipment upgrades often make sense during a renovation. Variable-speed pumps, LED lighting, automated chemical management, and heat pumps can reduce operating costs and extend your swim season. California’s Title 24 energy standards now require renewable primary heating for new pools and major heating system changes.
Pool construction in Carmel is genuinely difficult. That’s not a sales pitch. It’s a fact that every contractor working here needs to be honest about. Here’s what makes this city unique:
Lot size and coverage limits. The standard Carmel lot is 4,000 square feet (typically 40 by 100 feet). The city limits site coverage to 22% of the base floor area. That 22% includes patios, walkways, driveways, decks, decomposed granite, artificial lawns, gravel, and hot tubs. On a standard lot with a house already built, the remaining allowable coverage may be tight for a full-sized pool. A 4% bonus is available if at least 50% of the coverage uses permeable materials, and an additional 2.5% for meeting tree preservation requirements.
Design review for everything. The city operates a two-track review system. Track One covers minor modifications approved by the Community Planning and Building Director. Track Two requires Planning Commission approval for more substantial work. Pool construction almost certainly falls into Track Two, meaning your project goes before the Planning Commission for review and approval.
Historic preservation. About 38% of Carmel’s housing units date to 1939 or earlier. If your property is on or eligible for the Carmel Inventory of Historic Resources, the Historic Resources Board must also approve your plans, and the work must be consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Properties become eligible at 50 years old.
No street addresses. Carmel-by-the-Sea hasn’t used house numbers since 1916. Properties are identified by descriptions like “west side of San Antonio Street, three houses south of 12th Avenue.” This creates logistical challenges for deliveries, inspections, and coordinating with subcontractors. Adams’ project superintendents manage all of this on your behalf.
Water credits. The Monterey Peninsula Water Management District (MPWMD) controls all water allocation in the region. Every property has a limited number of water credits tied to the parcel, and new water usage, including filling a pool, requires available credits. Pools are assigned one fixture unit per 100 square feet of surface area (each unit equals 0.01 Acre-Feet Annually). We’ll explain what this means for your specific property during the consultation.
None of these constraints are deal-breakers if you work with a contractor who understands them. The best candidates for pool construction in Carmel are larger lots (a quarter acre or more) on the edges of the city, properties that are not on the Historic Resources Inventory, and properties with sufficient water credits.

Here’s what to expect when permitting a pool project in Carmel, because this comes up in every conversation about working here.
All building permits go through the City of Carmel-by-the-Sea Community Planning and Building Department:
The general process: submit your design study application and construction plans, undergo Track One or Track Two design review (pool projects typically require Track Two, which means Planning Commission approval), obtain your building permit, begin construction with inspections at key phases, and receive final approval.
If your property contains or is eligible for historic resources (anything 50+ years old), the Historic Resources Board adds another layer of review. Submit early and plan for this timeline.

Adams coordinates all of this. Permitting on the Monterey Peninsula is more complex than the East Bay or Silicon Valley, and the timeline reflects that. Plan for several months from initial application to construction start, especially if Historic Resources Board review is involved.

California’s Title 24 energy standards updated on January 1, 2026. If your project involves adding or changing pool or spa heating systems, or upgrading major equipment, Title 24 applies to your project.
The key changes: gas heaters can no longer serve as the primary heating source for new pools. The primary source must be a heat pump, solar thermal system, or other renewable option. Solar thermal collectors must cover at least 60% of the pool’s surface area for residential installations. Pools with any type of heater must use a pool cover. Existing pools and heater replacements are exempt.
On the Monterey Peninsula, where cooler coastal temperatures make heated pools a near-necessity, Title 24 compliance is especially relevant. Heat pumps work well in the marine climate and pair naturally with the energy-efficiency goals of the new standards.

The design review process applies citywide. Carmel’s Residential Design Guidelines require that structures “maintain Carmel’s enduring principles of modesty and simplicity” and “not present excess visual mass or bulk.” Pool designs should be consistent with these principles.
The central neighborhood, walkable to Ocean Avenue shops, restaurants, and the beach. Standard 40-by-100-foot lots. These compact lots make new pool construction challenging, but existing pools can be renovated within the current footprint. This is where most of Carmel’s residential density sits.
The southern tip of the city, closer to Point Lobos State Reserve. Larger lots than the Golden Rectangle, some with ocean views. Properties here are more likely to have the space and coverage budget for pool construction or major renovation work.
Northeast of downtown, more wooded and secluded. Pine and oak canopy creates a different microclimate than the exposed coastal areas. Tree preservation requirements are particularly relevant here, since excavation near protected trees is restricted.
Near the Carmel Mission, a quieter residential area. Properties vary in size but tend to be less dense than the Golden Rectangle.
Carmel-by-the-Sea sits directly on the Pacific coast. The marine layer, fog, and salt-laden air define the local environment, and they directly affect pool construction and maintenance decisions.
Salt air corrosion. Dense marine fog carries fine salt particles inland, and prevailing coastal winds deposit sodium chloride on exposed surfaces. Pool equipment is especially vulnerable: motors, pumps, motor housings, bolts, electrical wiring, and moving parts all corrode faster within three to five miles of the ocean. For Carmel properties, corrosion-resistant materials are not optional. We specify PVC piping, type 316 stainless steel (marine grade) for exposed metal components, and equipment meeting ASTM B117 salt-spray ratings.
Marine layer and pool heating. Carmel’s summer is fog season. The hotter it gets inland, the more fog hugs the coast. Average July highs reach only about 68 degrees, compared to 85+ degrees in the Tri-Valley. Heated pools are a necessity for comfortable year-round use. Heat pumps perform well in the marine climate, and with Title 24 now requiring renewable primary heating, they’re the standard recommendation for new installations and major heating upgrades.
Wind and design. Coastal winds drive evaporation and heat loss. Windbreaks, pool covers, and thoughtful equipment placement all reduce ongoing costs and improve the swimming experience. Pool enclosures and sheltered patio designs are common on Peninsula properties for this reason.
The Monterey Peninsula has one of the most constrained water supplies of any populated area in California. This is the single most important factor to understand before starting any pool project here.
The Monterey Peninsula Water Management District (MPWMD) controls water allocation for the region. Most cities on the Peninsula have already used their historic water allocations, and the state has ordered reductions in draws from the Carmel River.
Water credits. All development requiring additional water is limited to the water credits associated with your specific property. Credits are created when water-efficient fixtures replace older ones, or when fixtures are permanently removed. Credits belong to the parcel, not the owner, and they’re time-limited to 10 years. The city maintains three water waiting lists: New Residential, Residential Remodel, and Commercial/Industrial.
Pool water allocation. Under MPWMD Rule 24, swimming pools are assigned one fixture unit per 100 square feet of pool surface area. Each fixture unit equals 0.01 Acre-Feet Annually. There’s a minimum deduction of 0.01 AFY to the Water Distribution System to offset maintenance demand.
Pool filling. Pools on the Monterey Peninsula must be filled using a licensed Mobile Water Distribution System, not from the tap. Before establishing any water distribution system, you must obtain a written Confirmation of Exemption or Permit from the district, execute and record a notice on the property title, and pay applicable fees.
This sounds complicated, and it is. But it’s manageable with proper planning. We help homeowners understand their water credit position early in the project, before design work begins, so there are no surprises at the permitting stage.

Carmel-by-the-Sea’s median housing age is 63 years. About 38% of homes were built before 1939. Pools on these older properties face a specific set of challenges that go beyond cosmetic wear.
Older pool shells may have structural cracks from decades of soil movement and seismic activity. The Monterey Peninsula sits near the San Andreas, San Gregorio, and Monterey Bay-Tularcitos fault systems, and ground movement over 50+ years takes a toll on rigid structures. Before committing to resurfacing, it’s worth evaluating the shell for structural integrity.
Plumbing in older pools is often galvanized steel or early PVC that has become brittle. Leaks from failing plumbing lines waste water (a serious concern given MPWMD restrictions) and undermine the pool deck and surrounding soil. Replumbing with modern materials during a renovation prevents these problems from surfacing after you’ve already applied a new finish.
Electrical systems in pre-1980 pools rarely meet current code. Grounding, bonding, GFCI protection, and conductor sizing have all changed. A renovation is the right time to bring electrical up to standard.
Surface preparation is critical for renovations in older pools. If the old material isn’t removed cleanly, or if there’s damage underneath that wasn’t addressed, the new surface won’t bond properly and won’t last as long as it should.
